A cookie is a small text file placed on the visitor’s device. When personal data is processed via a cookie, under Law No. 6698 (KVKK) a privacy notice must be provided and explicit consent must be obtained for non-essential cookies. The KVKK’s Guide on Cookie Practices (July 2025 edition) is based on category-based management of cookies, the obligation to inform and the withdrawability of consent. For activities directed at the EU, the GDPR and ePrivacy framework additionally applies.
Google Consent Mode v2 is the technical mechanism that conveys the visitor’s cookie consent preference to Google’s advertising and measurement products (GA4, Google Ads). It consists of four signals: ad_storage, analytics_storage and, added with v2, ad_user_data, ad_personalization. For non-consenting traffic, Google fills measurement gaps in a privacy-focused way by modelling from cookieless data; these signals are expected in advertising and measurement targeting EU/EEA users.
