For organizations outside this scope, compliance is not yet mandatory but proactive alignment is recommended.

At this stage, no concrete sanction has been defined. The Ministry states that secondary legislation work continues; the consequences of non-compliance will be clarified when it completes. Aligning early therefore matters greatly from a risk management standpoint.
